Saint Lucia is faced with limited capacity and fiscal space, as well as high levels of exposure to economic
and weather shocks. The country has had limited success in adequately preparing for public health
emergencies. Recent extreme weather events such as Hurricanes Irma and Maria (2017) and regional
outbreaks of Chikungunya (2014), Zika (2016) and more recently COVID-19, have highlighted weaknesses
in the preparedness of health systems in the Eastern Caribbean region to manage public health
emergencies with Saint Lucia being no exception.
The La Guerre Wellness Centre is the only healthcare facility in the community but the Babonneau Wellness Centre is not far away. The project entails the implementation of upgrades to improve the functionality of the clinic, improve its structural soundness and make it a greener facility, by improving its energy efficiency.
Grande Riviere is a residential community in the quarter of Gros Islet. Grand Riviere has an estimated population of 740 persons. This Wellness Centre also serves neighbouring communities including Corinth, Monier, Piat and White Rock. The Wellness Centre therefore serves almost 3000 residents. The Grand Riviere Wellness Centre is the only healthcare facility in the community. However, the Gros Islet Polyclinic is located about 8km away.

Fond St. Jacques is an inland community in the quarter of Soufriere located near the natural rainforest reserves. Given its rich volcanic soil, the community’s main economic drive is agriculture. This community is situated between 300m and 500m above sea-level but surrounded by many steep hills and varied relief within the area which are primarily volcanic features formed from prior lava flows and pyroclastic events. Generally, Fond St. Jacques encompasses several smaller communities such as Ravine Claire, Migny, St. Phillip, Petite Bourgh and Mocha.
The Ministry of Health Wellness and Elderly Affairs (MOHWEA) indicates that Saint Lucia’s health sector Radio Communication System (RCS) was installed and commissioned in 2020. The National Emergency Management Organisation (NEMO) provided technical support for the conventional Land Mobile Radio’s (LMR) procurement and installation. The design was deficient, the installed network did not deliver the intended services, and there were budgetary and other build-out challenges. Hence, the MoHWEA is utilizing funds under the HSSP to undertake an upgrade to the system.
The Health System Strengthening Project (HSSP) is one of the most recent initiatives forged out of a partnership with the Government of Saint Lucia and the World Bank Group. The aim of the project is to improve the accessibility, efficiency, and responsiveness of healthcare delivery in Saint Lucia to its population. Improvement of the island’s healthcare sector has been a long-standing priority for the Government of Saint Lucia (GoSL), however the high prevalence of non-communicable diseases coupled with the continuing threat of highly infectious diseases such as Coronavirus (COVID-19) and dengue have highlighted the demand for a heightened momentum to this commitment.
This social assessment (SA) has been undertaken as part of the OECS Data for Decision Making Project
(P174986). The SA aims to assess and identify any gaps within the statistical systems in the project’s
participating countries’ (Grenada, Saint Lucia and Saint Vincent and Grenadines) National Statistics
Organizations (NSOs) and the OECS’ Statistical Services Unit (SSU). The findings from the assessment will
be used to inform project design. The information presented in the SA will be used to ensure that the
project is able to reduce or eliminate, as much as possible, the existing patterns of social exclusion
associated with data collection in the participating countries and the OECS. Furthermore, the findings of
the SA will be used in monitoring and evaluation to ensure that the project is achieving its intended
outcome.

The project will undertake the renovation of the existing Dennery Hospital. The Dennery Hospital is located in a central location in the district of Dennery on the eastern coast of the island serving residents of Dennery Village and neighbouring communities. Dennery has an estimated population of 12,599 (2010 Census) with approximately one quarter of the population residing in the village. The Hospital’s operational hours are 6:00 am to 12:00 pm and the services include, emergency care, health clinics, dental, and pharmacy services. It is anticipated that the Hospital will continue operations during the works consequently, internal

construction activities will be undertaken mainly at night, but external activities a safe distance from the main Hospital thoroughfares can be scheduled during the day.

The project will undertake renovation of the existing La Fargue Wellness Centre. The Wellness Centre is located in La Fargue in the district of Choiseul which is on the western coast of the island. The centre serves residents from more than ten (10) communities in Choiseul including La Fargue, Reunion, Riviere Doree, Savanne George, Le Riche, Dugard, Cafierre, Roblot, Debreuil, La Maze, Choiseul Village, and Dacretin. The La Fargue centre is the most central and the most utilized of the three (3) wellness centres in the district. Choiseul has an estimated population of 7122 persons (2022 Provisional Census Report) with approximately one half of the population residing in the communities served by the centre. The Centre’s operational hours are 8:00 am to 4:30 pm and the services include, doctor’s clinics, pharmacy services, pre-natal and post-natal clinics, diabetic and hypertensive clinics. It is anticipated that the Wellness Centre will be closed for the duration of the works, approximately three (3) months, requiring clients to travel to an alternative centre either at Mongouge or Delcer also located in Choiseul, to Etangs which is located in the neighbouring district Soufriere, or the Laborie Wellness Centre.
The project will undertake the renovation of the existing Mon Repos Wellness Centre. Mon Repos, also called Micoud North is a community in the Micoud district on the eastern side of the island. The Mon Repos Wellness Centre is centrally located in the community with a number of institutional buildings and private residencies in proximity to the Centre. Among those buildings are an administrative building which houses the office of the constituency council, a daycare centre and a community centre. A privately operated daycare is located directly to the back of the building on its eastern boundary. Nearby are the Catholic and Seventh Day Churches as well as a Seventh Day primary school and the Mon Repos RC School. Other buildings in proximity to the building are small community shops and bars. The centre is also located in very close proximity to the main road which runs through the community.
The project will undertake the renovation of the existing Richfond Wellness Centre. Richfond also called the Valley, is a northern community in the Dennery district. The Richfond Wellness Centre is located on a slight elevation on the western periphery of the community bordering the Castries to Vieux Fort Highway, the main thoroughfare which links the districts along the eastern side of the island to Castries. A minor road which will serve as the main access for construction vehicular traffic links the Centre, to the highway.
