The Public Procurement Act defines the Director of Public Procurement as a public officer appointed by the Public Service Commission to hold the office of the Director of Public Procurement within the Ministry responsible for Finance. The Act, in Section 5, goes on to define the functions of the Director as that of issuing instructions, procedures, instructions, manuals, standard forms and documents for implementing the requirements of the Act. The director is also required to establish mechanisms for collecting information, reporting analyzing and advising on improvements to the overall procurement structures. This role is an oversight responsibility designed to closely design, monitor, evaluation, recommend and implement necessary adjustments to the procurement arrangements to optimize our procurement performance. The director is also required to provide reviews where any unsatisfied compliant arises, provide guidance to the operations of the board and procurement committees to ensure consistency in execution of procurement.
To allow for this functionality, the Procurement Administration Unit was established within the Ministry of Finance. This unit is headed by the Director of Procurement to perform the functions outlined in the Act
Responsibilities
The director is responsible to ensure that systems are in place to ensure the regulator requirements are met and the work plan of the unit addresses the priorities required for ensuring that the procurement arrangements are in accordance with the legislative framework. A major part of the work program requires activities aimed at monitoring, analyzing of observations, and making effective recommendations for legislative and policy interventions for changes. This is accomplished largely through establishing and maintaining operating/procedure manuals and templates to assist procuring entities in functioning in accordance with the law. An active training program is required to ensure officers attain the required capacity to understand and apply the procedures outlined and any directives issued. The Director provides the policy and strategy for the operations of the unit.

Prepare quarterly updates to Permanent Secretary
Ensure active ongoing capacity building for procurement personnel
Monitor for compliance with provisions of the Procurement Act
Prepare and deliver training to address areas of deficiency
Prepare recommendations for legislative amendments and regulations as necessary
Provide guidance to procuring entities to facilitate compliance
Ensure necessary updates to Standard tender documents and templates designed to facilitate compliance.
