In this edition of the public debt statistical bulletin, we present a statistical overview of the public debt portfolio for the first quarter (January - March) of 2025, comparing the current quarter with the previous four quarters. The focus of this public debt bulletin encompasses central government debt as well as debt guaranteed by the government.
This Public Procurement User Manual is written to assist with applying the provisions of the Public
Procurement Act and the Public Procurement Regulations enacted in St Lucia. It shall serve as a
guide to procuring entities in executing their procurements.
It is expected that there will be changes to organizational structures and responsibilities for public
procurement. As our capacity improves we expect improvements to our procurement processes in
line with best practices. For this reason, it is expected that this Procurement Manual will require

constant review and amendment as the procurement context evolves.
