1. The Government of Saint Lucia has received financing from the World Bank toward the cost of the Caribbean Digital Transformation Project (CARDTP) and intends to apply part of the proceeds toward payments under the r Design, Supply and Installation of the e-Land Registry Information System (e-LRIS). For this contract, the Borrower shall process payments in accordance with the World Bank’s Disbursement Guidelines for Investment Project Financing.
2. The Ministry of the Public Service, Transport, Information and Utilities Regulations now invites sealed Proposals from eligible Proposers for the design, supply, installation, configuration, testing, commissioning, training, and support of a national e-Land Registry Information System, including data migration and digitisation of legacy land registry and cadastral records. The system will be implemented in Saint Lucia, with primary deployment at the Registrar of Lands Division and Survey & Mapping Division, The system will be implemented in Saint Lucia, with primary deployment at the Registrar of Lands Division and Survey & Mapping Division, over an implementation period of fifty-two (52) weeks from the Effective Date to Operational Acceptance, followed by a twelve (12) month warranty/support period commencing from the date of Operational Acceptance.
3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2023 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated (including technical and non-price factors): 80%, and for Bid cost: 20%.
5. Interested eligible Proposers may obtain further information from the Ministry of the Public Service, Transport, Information and Utilities Regulations, attention: Project Manager, Caribbean Digital Transformation Project, email: sheralin.monrose@govt.lc , copied to slu.cardpt@gmail.com and inspect the Request for Proposals document during office hours 0900 to 1600 hours (AST), Monday to Friday, at the address given below.
6. The Request for Proposals document in English is available at no cost and may be accessed by interested eligible Proposers through the Government of Saint Lucia Electronic Government Procurement (e-GP) System – Suppliers Portal, accessible at: https://in-tendhost.co.uk/goslprocurement. No fee is required for the Request for Proposals document. All bidding documents, clarifications, addenda, and related communications will be issued exclusively through the e-GP system.
7. Proposals must be submitted electronically only through the Government of Saint Lucia Electronic Government Procurement (e-GP) System – Suppliers Portal, accessible at: https://in-tendhost.co.uk/goslprocurement. Proposals must be submitted on or before 9 am on March 25, 2026. Electronic procurement will be permitted. Late Proposals will be rejected.
The Technical Parts of Proposals will be publicly opened in the presence of the Proposers’ designated representatives and any other persons who choose to attend at a time to be provided. A Zoom link will be shared closer to the proposed date and time.
The Financial Parts of Proposals shall remain unopened and will be securely retained within the e-GP system until the completion of the technical evaluation and the subsequent public opening of Financial Proposals, in accordance with the procedures set out in the Request for Proposals.
8. All Proposals must be accompanied by a Proposal Security of 35,000 XCD (Eastern Caribbean Dollars Thirty-Five Thousand)
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
