Assignment Title: Consulting Services - Development of a National Tourism Policy

Saint Lucia has received financing from the World Bank toward the cost of Unleashing the Blue Economy of the Caribbean (UBEC) and intends to apply part of the proceeds to hiring of an individual consultant for Development of a National Tourism Policy under UBEC.

The consulting services (“the Services”) include the following objective:

The overall objective of this consultancy is to formulate a revised and adaptable National Tourism Policy that aligns with the principles of a contemporary tourism policy to include, but not be limited to; destination management, community involvement, research and data, linkages, innovation and technology, crisis management, resiliency, collaboration and sustainable tourism. The review should also incorporate the blue economy and foster economic diversification through the cultural and creative industries

The engagement is expected to be completed within six (6) months, inclusive of the submission of deliverables to the client.

The Department of Finance now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. (Curriculum Vitae with supporting certified copies of certificates, reference letters to support experience and description of similar assignments, etc.)

Interested Consultants should have the following requisite minimum qualifications and professional experiences listed below for undertaking the assignment.

Qualification Requirements and Evaluation Performance Criteria

The Consultant must meet the following qualifying criteria:

  1. Hold a Master’s Degree in Tourism Policy, Planning and Development, Economics, Public Policy, or its equivalent from an accredited university.
  2. Possess at least 10 years’ experience in tourism policy, planning and development and/or sustainable tourism.
  3. Possess at least 5 years of work experience in conducting stakeholder engagement with public and private sector officials, including community engagements and facilitating collaborative decision making.
  4. Possess at least 5 years’ experience in formulating tourism policies and strategies at the national or regional level.
  5. Possess demonstrated experience in successfully leading and completing at least two similar projects involving the development or revision of policy in Caribbean Tourism.
  6. Possess strong project management skills, including the ability to meet deadlines, manage resources efficiently, and deliver high-quality results.
  7. Possess good understanding of the socio-cultural dynamics of Saint Lucia, with the ability to incorporate cultural considerations into the policy framework.
  8. Prior experience with World Bank projects and an understanding of the World Bank procurement process is highly desired.

The attention of interested Consultants is drawn to paragraph 3.14 of the World Bank’s Procurement Regulations: World Bank Procurement Regulations for IPF Borrowers November 2020 (“Guidelines”), setting forth the World Bank’s policy on conflict of interest.  

A Consultant will be selected in accordance with the Individual Consultants (IC) method set out in the World Bank’s   Procurement Regulations: World Bank Procurement Regulations for IPF Borrowers November 2020 (“Consultant Guidelines”).
