The World Bank’s Board has approved US$36 million to Grenada, Saint Lucia and the OECS Commission from the International Development Association (IDA) of the World Bank Group to finance the OECS Skills and Innovation Project. Each participating country will receive funding in the amount of US$15 million credit while the OECS Commission will receive an IDA grant in the amount of US$6 million. The Government of Saint Lucia has received financing in the amount of US$ 15 million equivalent from the World Bank toward the cost of the OECS Skills and Innovation Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.

 

The project will include the following components:

 

Component 1: Fostering regional collaboration for skills and innovation in the post-secondary space

 

This component will support the development of an overarching regional strategic framework for post-secondary education and of mechanisms to enhance collaboration among OECS Member States on post-secondary education, the improvement of post-secondary data at the regional level, and the development of a regional innovation ecosystem with strong participation of post-secondary institutions. The component will be implemented by the OECS Commission. 

 

Component 2: Strengthening post-secondary institutions and collaborative innovation

 

This component will provide direct support to National Colleges and other selected post-secondary institutions in participating countries to implement Regional Enhancement Plans (REPs), develop new or enhance existing programs for priority skills, and support collaborative innovation projects, with the objective of promoting improved learning environments and fostering better skills and innovation in the OECS to respond to increasing private sector demand for skills.

 

Component 3: Project Management and Technical Assistance  

 

This component will provide technical assistance to support the implementation of Project activities and finance the establishment and functioning of three PIUs. This component will strengthen selected aspects of the OECS post-secondary education system’s performance.

 

4: Contingent Emergency Response Component

This Component will facilitate the use of critical resources in the event of an eligible national emergency.

The following activities are anticipated to be procured through open international competitive procurement:

 

  • Consultancy to Conduct Assessment of Post-Secondary Institutions – Pedagogical Aspects and Institutional Capacity
  • Consultancy to develop four priority program curricula - 2 per institution
  • Consultancy to Conduct Technical Capacity Assessment, Action Plan and Implementation of Recommendations
  • Training on Grants Management

 

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016) revised September 2023 (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations.2 After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
