 REQUEST FOR EXPRESSIONS OF INTEREST

AGRONOMIC PRACTICES OF COCOA PRODUCTION

 

 

  • The Government of Saint Lucia (GOSL), cognizant of the importance of agricultural diversification, has allocated funding towards the advancement of the cocoa sector in Saint Lucia under the CSEP. A percentage of the funding has been assigned to the undertaking of training on agronomic practices of cocoa production.

 

  • The Government of Saint Lucia embarked on the implementation of the CSEP, with the objective of enhancing returns to the cocoa sector through increased production and productivity of cocoa beans and processed products.

 

  • The Ministry of Agriculture, Fisheries, Food Security and Rural Development, wishes to procure services of specialist consultant to undertake training in the agronomic practices of cocoa production.

 

  • The objective of the consultancy is to enhance returns to the cocoa sector through the improvement of the quality, consistency and quantity of cocoa produced.

 

  • The consultant would be responsible for undertaking training in:
  • Site selection & preparation
  • Drainage
  • Establishment of temporary & permanent trees
  • Weeding
  • Soil management
  • Application of fertilizer and efficient use of inputs
  • Planting & Spacing (Obtaining & maintain field densities: Traditional, Standard, International); selection of cocoa varieties; grafting
  • Diversified agroforestry (to make farms more productive)
  • Pruning
  • Harvesting
  • Ecosystem friendly approaches that promote biodiversity and sustainability
  • Climate change impacts and response
  • Pest & disease control including integrated pest management
  • The preparation of the following reports:
  • Inception Report
  • Draft Report
  • Final Report

 

  • Training sessions: three (3) theoretical and two (2) practical training sessions for each of three zones of the island: the north, east and the south of the island (a total of three (3) weeks of training). A total of at least twenty (20) persons per zone would be trained (a total of sixty (60) persons).  Additional time of the consultancy is allotted for the preparation and submission of reports.

 

  • The Ministry of Agriculture, Fisheries, Food Security and Rural Development, therefore invites interested and eligible consultants to submit Expressions of Interest (EOI) indicating qualifications and experience required to provide these consultancy services.

 

  • In the assessment of submissions, consideration will be given to qualifications and experience based on similar consultancies.

 

  • All information is to be submitted in English. Further information may be obtained from the addresses below between 9:00 am and 4:00 pm hours Monday to Friday.

 

  • Submissions of all proposals should be received, as specified below, no later than 4:00 p.m. on Friday, 15th July 2024.

 

  • Submissions via Hard Copy

Proposals submitted in hard copy should be submitted in one (1) sealed envelope marked CONFIDENTIAL and “Consultancy for Training on Agronomic Practices of Cocoa Production”. This outer envelope should contain two separate sealed envelopes inside:

  • One containing the Expression of Interest (EOI), qualifications and experience, and marked “Expression of Interest for the Consultancy for Training on Agronomic Practices of Cocoa Production” and
  • The other containing the financial and technical proposal and marked “Financial and Technical Proposal for the Consultancy for Training on Agronomic Practices of Cocoa Production”.

Both the Expression of Interest (EOI) and the Financial and Technical Proposal must be signed.

  • Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services. The Ministry of Agriculture, Fisheries, Food Security and Rural Development reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not shortlisting any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
