 Scope of Contract: Under the supervision of the Project Liaison Officer, (PLO), the Fisheries Technical Officer (FTO) will serve as the main operational link between the Project Liaison Officer and the field including the Government Fisheries Extension Officers of the Ministry of Agriculture, Fisheries, Food Security and Rural Development, and all other stakeholders involved with implementation of the project.

The Fisheries Technical Officer will provide technical support to Department of Fisheries and the Project Liaison Officer for the day-to-day implementation and management of the project activities to be implemented under the Contingent Emergency Response Component (CERC) to support Saint Lucia’s response to food insecurity.

The FTO will:

1. Oversee and coordinate the implementation of the Fisheries Component of the CERC project, Fisheries-related activities of the CERC project
2. Oversee and coordinate the timely preparation and submission of technical specifications to the Project Implementation Unit (PIU), Terms of Reference and early delivery of Fisheries goods and services procured for the CERC project.
3. Coordinate with the Consultant to be hired to provide technical services to coordinate the design, procurement, construction and deployment of MFADs under the UBEC CERC Maintain on-going communications with the Project Liaison Officer, the Department of Fisheries and all stakeholders.
4. Bring to the Project Liaison Officer’s attention, implementation issues requiring the intervention or decision of the Project Liaison Officer.
5. Monitor and evaluate project progress with the aim to identify and communicate risks to the Project Liaison Officer.
