This Public Procurement User Manual is written to assist with applying the provisions of the Public Procurement Act and the Public Procurement Regulations enacted in St Lucia. It shall serve as a guide to procuring entities in executing their procurements. It is expected that there will be changes to organizational structures and responsibilities for public procurement. As our capacity improves we expect improvements to our procurement processes in line with best practices. For this reason, it is expected that this Procurement Manual will require 4 constant review and amendment as the procurement context evolves.
