Dr. Ubaldus Raymond is a highly qualified and skilled Economist with international experience in a number of public sector posts. He is currently the Minister in the Ministry of Finance in the Government of Saint Lucia. He held Senior Economist positions with the Washington, DC Government for over seven years. He served as the Chief Economist for the Turks and Caicos Government, which included heading the Strategic Policy and Planning Department for the same government for two years.
His most recent position was Head of the Economics and Statistics Department at the Turks and Caicos Financial Services Commission. Dr. Raymond has over two and half years of legislative experience as Senator and Parliamentary Secretary in the Government of Saint Lucia. He has lectured in a number of courses in Finance, Economics,and Statistics for over 14 years at three major U.S. Universities. He holds a Ph.D. in Economics (2004) from Howard University, in Washington, DC and two Master’s Degrees from Alabama A&M University in Economics with an emphasis in Finance, (2000) and Agribusiness (1997).
Dr. Raymond holds a Bachelor’s Degree in Agricultural Economics (1994) from Alabama A&M University. He is a professionally trained Manager, having undergone training in the Myers-Briggs Personality Instrument in addition to the 21st Century Management Development Program. As such, his management skills include: (i) building self-awareness and self-management; (ii) managing people; and (iii) managing learning and service performance, among others. Dr. Raymond’s favorite hobby is long-distance walking, especially through nature trails.
