The Government of Saint Lucia on the behalf of and in collaboration with the CARICOM Secretariat wishes to draw the attention of our procurement stakeholders to the following proposals prior to being considered for adoption by the Council for Trade and Economic Development (COTED) with respect to Rules and Regulations for Administering Public Procurement in the Community. We wish to engage our public procurement stakeholders to review the following attached proposals which are designed to foster increased and ease of participation in public procurement within the CARICOM community. • Proposal on rules guidelines for administering public procurement including the proposals on Public Procurement Bonds, Guarantees and Securities towards Administering Public Procurement in the CSME and also the proposals for framework agreements, including frameworks for emergency procurement; • The revised Manual on the Community Public Procurement Regime.
